Gary L. Filerman, PhD, Senior Vice President and Chairman of the Health Management and Policy Group, is a widely recognized authority on management systems and competency development for health systems. Before joining Atlas Research he was Professor and Chairman of the Georgetown University Department of Health Systems Administration.

As president of the international Association of University Programs in Health Administration (AUPHA) for twenty-eight years, he played a lead role in developing the field globally. Dr. Filerman’s distinguished career has also included appointments as a Guest Scholar at the Brookings Institution, Senior Health Advisor at the Academy for Educational Development, Associate Director of the Pew Commission on the Future of the Health Professions, and as a visiting professor at over 20 universities in seven countries. He has served on a number of advisory committees to the Veterans Administration, including the Agenda for Change workforce committees.

Dr. Filerman has provided consultation on management education, development, and evaluation to health services delivery organizations, professional organizations, foundations, and federal, state, and provincial agencies. He has been a consultant to 38 countries, the World Bank, International Finance Corporation, World Health Organization, United States Agency for International Development, and to more than 100 universities.

Dr. Filerman is the author of over 60 publications on aspects of workforce development, international development, and educational assessment. He is the founding editor of the Journal of Health Administration Education and serves on several editorial boards.

Dr. Filerman is a member of the Institute of Medicine Forum on Drug Discovery, Development, and Translation, and serves on the boards of directors of Volunteers of America, the Companion Care Association, Citizens Advisory Center, and McLean Community Foundation.

Dr. Filerman earned his BA, MHA, MA, and PhD degrees at the University of Minnesota, which granted him the prestigious Regent’s Distinguished Contribution Award. An honorary member of Phi Beta Kappa, he has also been honored by the University of Chicago, The Ohio State University, the University of Puerto Rico and the University of Leuven. The endowed Filerman Prize is the highest recognition of academic leadership in health services administration.
